Assister Alert - Outreach and Enrollment Resource Round-Up

Recently there have been several developments that may be of interest to organizations helping low-income Texans access health care. So we thought this week we would provide a quick round-up of important topics:

  • To protect against Zika, Texan women ages 10 - 45 who are enrolled in Medicaid, CHIP, CHIP Perinatal, or the Healthy Texas Women's Program can now get insect repellent directly from their pharmacy. No need to go to the doctor. Find out more.
  • Texas rolled out revamped women’s health programs. These programs may be good options for women who can't access affordable insurance such as women who are in the Medicaid Coverage Gap. Go to for more information.
  • New blog from CPPP's Stacey Pogue on what fewer insurers in the Marketplace means for Texas.

Feedback Loop Question of the Week

Q: I am assisting a consumer who has End-Stage Renal Disease (ESRD). I know they may be able to get Medicare but could they also choose to enroll in a Marketplace plan? Will they have to wait until open enrollment?

A: While many individuals may be able to get Medicare if they have ESRD, enrollment into Medicare because of ESRD is voluntary; therefore, a consumer may choose to enroll into a Marketplace plan instead of Medicare. However, there is no special enrollment period (SEP) for being diagnosed with ESRD, so unless the consumer is eligible for a different SEP they must wait until open enrollment to purchase Marketplace insurance.

As always consumers should examine which option is best for them. For more information read CMS' FAQS on Medicare and the Marketplace; ESRD is addressed in Section B.
