Children at Risk

March, 2015

This is CHILDREN AT RISK's first Advocacy Alert for the 84th Texas Legislative Session. Please let us know if you have feedback or questions.  Our intention is to keep you informed of critical hearings around our key issue areas so that together, we can advocate to improve the lives of millions of Texas children.

Please support the following issues:

HB 2630 - Parenting Education Programs -  This bill prioritizes that state funded parenting programs be evidence-based and  that courts and CPS  send parents to parenting classes that are evidence-based, when available.

  • Latest Action - Scheduled for a public hearing on Wednesday, 3/25 at 10:30am in the Juvenile Justice & Family Issues Committee

HB 2061 / SB 825 - Prosecution of the Offense of Prostitution - These bills create a distinction between the buyers and sellers of commercial sex with respect to the crime of prostitution. Under current law, there is no division between prostituted individuals and those buying sex. Making this distinction will improve data-collection regarding commercial sex, and is a step towards creating a change in Texas in how people view this issue.

  • Latest Action -  HB 2061 is scheduled for a public hearing on Wednesday, 3/25 at 10:30am in the Criminal Jurisprudence committee. Testimony for SB 825 was heard in the Criminal Justice Committee on 3/17.

HB 188 - Human Trafficking Prevention Task Force - This bill will reauthorize the duties of the human trafficking prevention task force. It will also direct the task force to develop recommendations for addressing the demand for forced labor or sexual conduct involving victims of human trafficking.

  • Latest Action -  Scheduled for a public hearing in the Judiciary & Civil Jurisprudence committee on Tuesday, 3/24 at 2:00pm

HB 1217 - Reporting Information for certain foster children who are missing or are victims of sex trafficking. This requires the Department of Family and Protective Services to collect information on each child in their care who is missing from the child's primary care provider and/or believed to be a victim of sex trafficking. This information will be included in a quarterly report provided by DFPS.

  • Latest Action - Scheduled for a public hearing on Wednesday, 3/25 at 10:30am in the Juvenile Justice & Family Issues committee.

HB 1485 - Grocery Access Investment Fund - This bill would require the Texas Department of Agriculture to establish the Texas Grocery Access Investment Fund program, a public-private partnership that could build, rehabilitate or expand grocery stores in underserved communities in both urban and rural areas.

  • Latest Action - Pending in Economic & Small Business Development Committee
