How do YOU define lobbying?

When writing grant proposals, we have all come across language such as: "Our foundation does not fund lobbying activities.."

Even worse, we have heard about nonprofits that lost their 501(c)(3) tax exempt status because they spent donated funds in support of a specific candidate or piece of legislation.
