Preparing for the 2010 Census: How Houston and Other Cities Are Struggling and Why It Matters

Thus far, only five of the 11 cities—Baltimore, Houston, Los Angeles, New York and  Phoenix—have committed public funds specifically to Census outreach. To help with the
costs, city officials and community advocates throughout the country are turning to local foundations and corporate donors more than in years past. But many philanthropies
have cut back, and only four of the cities—Boston, Chicago, Detroit and Los  Angeles—have secured significant financial commitments. While additional donations likely will come through, most cities will have to rely more than before on grassroots volunteers and unpaid organizing.
